国土空间规划体系构建是推进国家治理体系和治理能力现代化的重要组成部分,要深刻理解生态文明思想下的高质量发展是国土空间规划体系构建的核心价值观。因此,文章提出在生态优先的价值导向下,面向城市高质量发展的目标,重点构建国土空间规划体系创新性价值认知,明确"编审督统一象限"、五级传导闭环及一级实施中枢的概念和实质,总结出国土空间规划体系"1+1+5+1"的价值内涵,并在此基础上探索"编审督"全链条闭环的合理化应用,探寻国土空间规划有效性落定、实施的路径,以期提升国土空间规划编制的合理性、规划审批监管的合法性和规划监测预警的合规性,重塑国土空间治理体系。

Establishing national territory spatial planning system is important to the modernization of national governance system and capability,and high quality development with ecological civilization thought is crucial to the establishment of national territory spatial planning system.The paper calls for the value cognition of the innovation of national territory spatial planning system,clarifies the concept and essence of“unified dimension of compilation,inspection,supervision”,enclosed chain of“five step”transmission,first level implementation hub,and concludes the values as“1+1+5+1”.It explores the rational application of enclosed chain of“unified dimension of compilation,inspection,supervision”,and the effective implementation of the planning.It hopes to improve the rationality of planning compilation,legitimacy of planning inspection,and regulation of planning supervision and alarming,and reshape national territory space governance system.
