中国建设绿色低碳循环发展的现代化经济体系:实现路径与现实意义

China′s Construction of A Modern Economic System with Green and Low-Carbon Circular Development:Realization Path and Practical Significance

党的十九大报告首次提到现代化经济体系,明确要求“建立健全绿色低碳循环发展的经济体系”。阐释绿色低碳循环发展的现代化经济体系的本质内涵,中国建设绿色低碳循环发展的现代化经济体系的发展现状与现实意义,指出在产业体系、分配体系、区域发展、技术创新、政策制度方面存在的问题,强调绿色低碳循环发展迫在眉睫,既是中国经济转型发展的根本方向,也是国内外发展的大趋势。在此基础上,提出中国实现绿色低碳发展的现代化经济体系建设路径的相关建议,即完善顶层设计,筑牢保障支撑,从经济体系的生产、分配、交换和消费环节着手,强化运行环节,以助推绿色低碳循环发展的现代化经济体系建设。具体体现为:(1)在生产环节,从源头和全过程降低资源消耗,降低污染物排放,实现减量化、资源化和再利用;(2)在分配环节,坚持市场在配置资源过程中发挥基础性作用,让市场来左右交换与分配;(3)在交换环节,加快谋划构建“通道+枢纽+网络”流通格局,促进资源交换的绿色低碳循环高效;(4)在消费环节,多渠道、多种形式宣传绿色、低碳消费理念,推动绿色生活方式和消费模式。

The report of the 19th National Congress of the Communist Party of China first mentioned the modern economic system,at the same time,it clearly pointed"to establish and strengthen the economic system with green and low-carbon circular development."In this context,this paper will be explaining the essence of the economic system with green and low-carbon circular development,and analyzing the practical significance and current situation of it.On this basis,the paper puts forward relevant suggestions:improve the top-level design and solidate the supportive base,starting from the production,distribution,exchange and consumption of the economic system;strengthen the operation phase(in the production phase,reducing resource consumption from the origin and the whole process,reducing pollutant emissions,recycling and reuse);in the distribution phase,the market should play a fundamental role in the allocation of resources and let the market decide the exchange and distribution;in the exchange phase,more efforts should be made on planning and constructing the circulation pattern of"channel+hub+network",and promoting the green,low-carbon,circular and efficient resource exchange;in the consumption phase,the concept of green and low-carbon consumption should be publicized through various channels and forms to promote the green lifestyle and consumption mode,so as to promote the construction of modern economic system with green and low-carbon circular development.
