摘要
跨国油气管道项目具有复杂性、长期性和独特性,而且涉及海外主权国家等诸多利益问题,因此,对于跨国管道项目,需要借鉴国际管理经验,同时结合项目实际需要和工程特点,因地制宜制定建设管理模式。介绍了跨国管道工程建设管理的主要模式及特点,并对典型跨国管道工程建设模式案例进行了分析,最后以中亚天然气管道为例,对中国石油企业跨国管道建设管理的创新实践进行了介绍。中亚天然气管道工程采用适宜项目特点的“PMT+PMC+TPI+EPC”建设管理模式,并对管理模式的内容进行了创新,为其他跨国管道建设管理积累了宝贵的经验做法。
Transnational oil and gas pipeline projects are complicated,long-term and unique,and involve many issues concerning interests of overseas sovereign states.Therefore,in terms of transnational pipeline projects,it is necessary to draw lessons from international management experience,and formulate construction management modes based on local conditions according to the actual needs and characteristics of the project.In this article,the main modes and characteristics of transnational pipeline engineering construction management has been introduced and the cases of the construction modes regarding typical transnational pipeline projects has been analyzed.At last,the article has introduced the innovative practice of the transnational pipeline construction management of China’s petroleum enterprises with Central Asia Gas Pipeline as an example.The Central Asia Gas Pipeline project adopted the development and management mode featuring“PMT+PMC+TPI+EPC”and innovated the management mode,which accumulated valuable experience and practices for the management of other transnational pipeline construction.
