甘肃农业保险发展水平区域差异化问题研究

Research on the Regional Differences of Agricultural Insurance Development Level in Gansu Province

运用熵值法对2010—2019年甘肃省14个市(州)的农业保险发展水平进行测度,在此基础上运用系统聚类分析法将14个市(州)分为四类区域,并运用变异系数、基尼系数以及泰尔指数从市级视角和区域视角分别对农业保险发展水平的区域差异进行评价。研究结果表明:甘肃省农业保险发展水平整体偏低且区域差异显著;第一类区域的差异最大,第三、四类区域的差异相对较小,均呈下降趋势;区域内差异对总差异的贡献率略高于区域间差异。根据研究结论提出了对策建议,以期能够缩小甘肃省农业保险发展的区域差异,实现各地区农业保险协调稳定发展。

This article used the entropy method to measure the development level of agricultural insurance in 14 cities(prefectures)in Gansu Province from 2010 to 2019;on this basis,it divided the 14 cities(prefectures)into four categories using the systematic cluster analysis method;then it used coefficient of variation,Gini coefficient and Theil index to evaluate the regional differences of agricultural insurance development level from the city-level and regional perspectives.The research results show that the overall level of agricultural insurance development in Gansu Province is low and the regional differences are significant;the differences in the first type of region are the largest,and the differences in the third and fourth types of regions are relatively small,but all show a downward trend;the contribution of regional differences to the total difference is slightly higher than the difference between regions.Based on the research conclusions,countermeasures and suggestions are put forward in order to reduce the regional differences in the development of agricultural insurance and realize the coordinated and stable development of agricultural insurance in various regions.
