村庄何以开放?——基于城乡融合视角

How Does the Village Open Up?Based on the Perspective of Urban-Rural Integration

畅通城乡经济循环离不开要素在城乡间双向互动。文章在系统梳理新中国成立以来我国城乡经济社会发展之间从形成分割、打破分割、开始融合的演进逻辑基础上,采取乡村向城市要素开放的切入点,准确识别开放乡村的发展必然与现实困境,并从通过理论分析和实践案例相结合的角度研究村庄如何向城市要素开放。研究表明,开放村庄是优化城乡要素配置、乡村振兴战略实施以及发挥乡村多元价值的必由之路,但是同时又面临着要素难以集聚、服务质量低下及集体产权开放性不够的现实挑战。为此,应深化农村宅基地“三权分置”改革,提升产权结构的开放性,顺应城乡人口互动发展趋势,搭建人才下乡机制,引进乡村产业、公共服务相关紧缺人才成为新村民,推动乡村开放水平提高。

Unimpeded urban and rural economic cycle is inseparable from the two-way interaction between urban and rural elements.This paper in the system of urban and rural economic and social development in China since the founding of the starting from the formation of segmentation,break the segmentation,the fusion between the evolution of the logic basis,take the breakthrough point of the open country to the city elements,accurate identification of the development of the open country inevitably with realistic predicament,and from a case through the theory and practice two Angle research how to open to the factors of urban village.The research shows that opening villages is the only way to optimize the allocation of urban and rural factors,implement the rural revitalization strategy and give full play to the diversified values of rural areas,but at the same time,it faces the practical challenges of difficult agglomeration of factors,low service quality and insufficient openness of collective property rights.Therefore,we should deepen the reform of“separation of the three rights”of rural homestead,enhance the openness of the property right structure,comply with the trend of urban and rural population interaction,build a mechanism for talents to go to the countryside,introduce talents in short supply related to rural industries and public services to become new villagers,and promote the improvement of rural opening level.
