摘要
针对低保标准中还未能达到精准扶贫、精准脱贫的问题,运用层次分析法,设计一套基于政府层面、个人层面和社会层面的城乡低保标准评价模型,从而找到公平公正落实低保政策的处理方法。构造层次结构,给出评价矩阵,运用MATLAB软件确定低保标准评价指标权重,并通过一致性验证,得到具有不同权重分配的低保标准评价体系模型,以提高地方“低保标准”的精准性和适应性。
According to low standard failing to achieve the problem of poverty alleviation,we use the analytic hierarchy process(AHP),design urban and rural low standard evaluation model based on government,individual and social level,so as to carry out the policy of low processing method.Firstly,the hierarchical structure is constructed,and the evaluation matrix is given.Then,MATLAB software is used to determine the evaluation index weight of the low security standard,and the consistency is verified.Finally,the model of the evaluation system with different weight distribution is obtained,in order to improve the accuracy and adaptation of local“low-cost standard”.
