浅谈设计基准威胁

Nuclear Security Design Basis Threat

防止核扩散、保护核材料和核设施安全、防范核恐怖主义是国际核安保体系建设关注的重点和热点。设计基准威胁是核安保实物保护系统设计的前提和基础,随着技术进步和国际形势的发展变化,设计基准威胁概念的内涵也在不断发生变化。本文以国际原子能机构相关技术手册为基础,提出界定设计基准威胁的一般方法,梳理设计基准威胁在核安保监管中的使用和发展历程,对比分析我国目前核安保法律和标准体系的建设情况,并提出相关建议。

Preventing nuclear terrorism are the focus and hot spots of the international community in building nuclear security architecture.Design Basis Threat is the premise and basis for the design of physical protec⁃tion system for nuclear security.With the development of technology and the change of international situa⁃tion,the connotation of Design Basis Threat is changing constantly.Based on relevant IAEA technical manu⁃als,this paper puts forward a general method to define Design Basis Threat,summarizes the use and devel⁃opment history of Design Basis Threat in foreign nuclear security supervision,compares and analyzes the current legal system and standard construction of nuclear security in China,and puts forward relevant sug⁃gestions.
