Internal Logic and Realistic Scene of Community Governance Led by Party Building

中国语境之下的社区治理必然要与中国政党政治的运行相契合,使得党建引领成为社区治理的政治逻辑。长期以来,各地围绕党建引领社区治理做出的实践探索可以分为主导式引领、协商式引导和自治式引领等类型。当前,基层党组织在社区治理中发挥引领作用面临诸多困境,如融合性的理念已经树立,但是刚性化手段仍然较为突出;共享资源客观上充沛存在,但是基层党组织整合能力仍显不足;一核主导地位不容置疑,但是对多元参与主体的引领作用发挥不够;内在需求趋合,但是基层承接载体及机制较为有限等。未来,应积极通过价值引领、结构下沉、要素匹配、技术推动等多层面的协同推进,探索新时代党建引领社区治理的有效路径。

The community governance infiltrated in the Chinese context must be consistent with the operation logic of Chinese party politics, which makes the guidance of party building become the political logic of community governance. For a long time, the practical exploration around party building leading community governance can be divided into leading guidance, consultative guidance and autonomous guidance. In the future, we should positively explore an effective path for Party building to lead community governance in the new era through multilevel collaborative promotion such as value guidance, structure sinking, element matching and technology embedding.
