摘要
该文在开展中小河流治理防洪控制标准国内外文献搜集、相关报告分析及现场调研资料整理的基础上,提出了我国中小河流治理防洪控制标准的两种确定方法,即基于多指标的综合判定法和基于洪水风险分析的定量评估法。基于致灾因子、承灾体、防灾力和附加指标等四方面因素,建立了防洪控制标准指标体系,提出了各指标的取值和综合评价方法。以陕西省金陵河(低山丘陵型)作为典型案例,采用两种定量评估法开展了中小河流适宜防洪控制标准研究。
Based on the collection of domestic and foreign literature,analysis of relevant reports and on-site survey data on the control standards for flood control of small and medium rivers,this paper proposed two methods for determining flood control standards for the control of small and medium rivers in China,namely,the comprehensive determination method based on multiple indicators and quantitative evaluation method based on flood risk analysis.Based on four factors,including hazard factors,disaster-bearing body,disaster prevention capacity,and additional indicators,a flood control standard indicator system was established,and the value of each indicator and a comprehensive evaluation method were proposed.Taking the Jinling River(low mountain and hilly type)in Shaanxi Province as a typical case,two quantitative evaluation methods were used to carry out a study on suitable flood control standards for small and medium-sized rivers.
