“双碳”目标下能效“领跑者”制度的完善路径

Improving Efficiency of Top-runner Program under the Target of Carbon Peaking and Neutralization

节能提效对于实现碳达峰、碳中和(“双碳”)目标具有重要意义,能效“领跑者”制度是建立节能提效长效机制的关键制度。当前,能效“领跑者”制度在实践中存在规范位阶较低、缺乏与相关法律制度的衔接以及强制性等问题,致使制度目标的实现情况不尽如人意。为此,应当从提高规范位阶、建立与强制性节能标准制度和能效标识制度的规范联系、赋予能效“领跑者”制度间接强制性等方面,对能效“领跑者”制度进行完善,助力“双碳”目标的高质量实现。

Energy conversation and efficiency improvement are of great significance for achieving of the target of carbon peaking and neutralization.Top-runner program will take the center part for establishing the long-term mechanism of energy conservation and efficiency improvement.However,defects such as low level of norms,lack of connection with relevant legal systems and compulsion,had lower the degree of implementation of the system than it was expected.In this regard,the norm level of top-runner program should be improved and the normative connection with mandatory energy conservation Standard system and energy efficiency label system should also be established.Besides,the top-runner programs should be set with indirect enforcement mechanism,,to yield a high-quality achievement of the target of carbon peaking and neutralization.
