摘要
坚持扩大内需这个战略基点,形成强大国内市场,构建新发展格局,是“十四五”期间国家经济发展的重大战略要求。形成强大国内市场是一个系统工程,既要突出重点又要综合施治,既要治标更要治本。本文首先分析了形成强大国内市场的必要性和可行性,然后从要发挥消费的基础作用、发挥投资的关键作用、发挥民间投资的生力军作用、畅通国民经济循环、推进国内国际双循环、提高城乡居民消费能力等六个方面,对如何做大国内市场进行了分析,提出了若干有针对性的政策建议。
Adhering to the strategic basis of expanding domestic demand,forming a strong domestic market,and building a new development pattern are major strategic requirements for national economic development during the"14th Five-Year Plan"period.The formation of a strong domestic market is a systematic project that needs to focus on the key points and yield comprehensive solution,easing symptoms and addressing the root cause.This article first analyzes the necessity and feasibility of forming a strong domestic market.Then explores actions to expand the domestic market and puts forward a number of targeted policy recommendations,from six aspects:amplifying the basic role of consumption,the key role of investment,the role of the new force of private investment,smoothing national economic cycle,promoting the domestic and international double circulation,and improving purchasing power within urban and rural areas.
