构建有中国特色的农业社会化服务体系是加快推进农业农村现代化,实现小农户与现代农业有机衔接的必然要求。进入新发展阶段,农业社会化服务迎来发展的历史机遇。不仅在服务产业、服务方式、服务主体、服务对象方面表现出更加鲜明的多元化特征,而且以丰富的实践形式在推动农业转型升级、推进农业规模经营、提升农业生产效率等重大问题上发挥着巨大作用。着眼于全面推进乡村振兴的需要,必须把握好农业社会化服务的发展方向:一是拓宽服务领域丰富社会化服务内涵,二是创新多元形式提升农业综合生产能力,三是应用先进技术实现农业的高质量发展,四是坚持共享共生构建现代农业经营体系。以此为前提,要在认识、政策、人才三个方面提供强有力的保障。

To accelerate the modernization of agriculture and rural areas and realize an organic connection between small farmers and modern agriculture,it is necessary to build a socialization mechanism for agricultural service system with Chinese characteristics.Entering a new stage of development,agricultural social service is facing a historical opportunity for development.It not only acquires more distinctive characteristics of diversification in service industries,service methods,service subjects,and service objects,but also plays a significant role in promoting agricultural transformation and upgrading,promoting agricultural operations in scale,and improving production efficiency.Focusing on the need to promote rural revitalization comprehensively,we must grasp the development direction of agricultural social service:first,broaden the service field to enrich the connotation of socialized service;second,innovate and diversify forms to enhance comprehensive agricultural production capacity;third,apply advanced technology to realize agriculture high-quality development,and fourth,adhere to the sharing and symbiosis mechanism to build a modern agricultural management system.Building upon these principals,we need provide strong supports in recognition,policies,and talents.
