Application of ECRS Method in the Optimization of the Accounting Process of Ethical Review Fees

目的:改变伦理评审费收入入账手续繁琐、整体流程长及入账时间长的现状,探索流程优化方法。方法:以伦理评审费入账经办人员的实际需求为导向,对问题及成因进行分析,应用ECRS对流程进行优化,并对优化前后的流程进行对比分析。结果:伦理评审费入账流程优化后,缩短了入账时间,简化了入账流程,实现经办人员零跑腿,降低了业务经办过程中项目错配及发票丢失的风险,节约了办公成本。结论:样本医院通过将ECRS应用于伦理评审费收入入账流程,有效提高了工作效率,节约了人力成本及办公成本,降低了相关风险,实现了"提质、降本、增效",为业内同类业务的办理提供了参考,也为其他科研项目经费入账提供借鉴。

Objective:In order to change the present situation of tedious procedures,long overall process and longtime of accounting for the income of ethical review fee,and explore the process optimization method.Methods:Based on the actual needs of the personnel handling the accounting of ethics review fee,the problems and causes were analyzed,the ECRS theory method and principles were applied to optimize the process,and the process before and after the optimization was compared and analyzed.Results:After the optimization of the accounting process of ethics review fees,the accounting time was shortened,the accounting process was simplified.The handling personnel did no errand,the risk of project mismatch and invoice loss in the process of business handling was reduced,and the office cost was saved.Conclusion:By applying ECRS method to the accounting process of ethical review fee income,it effectively improved the working efficiency,saved labor costs and office costs,reduced the associated risk.The goal of improving quality,reducing cost and increasing efficiency was achieved.It provided references for the similar business in the industry and other scientific research projects.
