目前地方公益型国企可持续供给、产业创新引导能力不足、国资预算权经营权分离以及国资监管与公司治理范围混淆等问题仍较突出,阻碍改革深化。40多年来,深圳国资通过公益企业商业化运营、明确股东参控股模式、构建国企持股平台和探索市场化企业管理体制机制等实践,探索出了一条优势互补、协同共进的地方国资国企改革发展模式。下一阶段,地方国资国企改革应探索公益型国企综合化经营,明确国资服务产业和培育创新定位,优化完善三层国资管理体系,强化国资委统筹战略布局与预算编制职能,构建现代公司法人制度。

At present,problems such as the sustainable supply of local public welfare state-owned enterprises,the insufficient ability to guide industrial innovation,the separation between budgetary planning and management in state-owned enterprises,and the blurry line between state-owned assets supervision and corporate governance are still prominent,hindering the deepening of reforms.Over the past 40 years,state-owned enterprises in Shenzhen have developed a model of reform that complements each other’s advantages and advances coordination through the commercial operation of public welfare enterprises,clarifying the mode of shareholder participation,building a platform for state-owned enterprise shareholding,and exploring market-oriented corporate management systems and mechanisms.Next stage,we should optimize the reform path of local state-owned assets and state-owned enterprises through exploring the comprehensive management of public welfare state-owned enterprises,clarify the position of state-owned capital to support industries and innovation,optimize and improve the three-tier state-owned assets management system,strengthen the overall strategic layout and budgeting functions of the SASAC,and build a modern company legal person system that meets legal standards.
