日本特别支援教育的发展与启示

The Development of Special Needs Education in Japan and Its Enlightenment

为适应国际融合教育发展要求、解决本国特殊教育存在的问题,日本于2007年正式启动了特别支援教育改革。十多年来,特别支援教育改革落实了多项重要的举措,取得了显著的成效。本文对日本特别支援教育改革的背景、理念、举措、成效与问题进行了系统的介绍,并在此基础上提出了对我国特殊教育发展的启示。

In order to meet the requirement of international inclusive education development and tackle the issues in special education,Japan officially launched the special needs education reform in 2007.Over the past decade it has implemented a number of important measures and has made remarkable achievements.This article introduces the background,concepts,measures,effectiveness and problems of Japan’s special needs education reform,and on this basis puts forward suggestions for the development of special education in China.
