论文就基于系统思维的重大项目业主公司制度体系建设展开论述。论文运用系统思维研究风险、合规、内控、内审、质保体系之间的内在逻辑,探索“大质保”“大法治”与“大内控”一体化统筹推进的大制度体系建设路径,选择满足国家档案管理强制要求和中法合同建议的统一编码体系,以期实现脉络清晰、先进有效的制度框架顶层设计,建立统一输入、统一评价、统一输出的综合管理流程,确保公司有效治理。

This paper discusses the construction of the institutional system of proprietary companies of major projects based on system thinking.The paper uses system thinking to study the internal logic among risk,compliance,internal control,internal audit,and quality assurance systems,and explores the paths of constructing a comprehensive institutional system with the integration and overall promotion of"comprehensive quality assurance","comprehensive rule of law"and"comprehensive internal control".The paper selects a unified coding system that meets the mandatory requirements of national archives management and the contract suggestions of China and France,so as to achieve a top-level design of the clear,advanced and effective system framework,establish a comprehensive management process of unified input,unified evaluation and unified output,and ensure the effective governance of the company.
