2016年四川省钢铁行业大气污染防治现状研究——以炼铁工段和炼钢工段为例 被引量:3

摘要 为了促进四川省钢铁行业产业升级,减少污染物排放量,提高环境空气质量,通过横向和纵向对比分析2015年、2016年四川省环境统计中钢铁行业数据,评估四川省钢铁行业万元产值污染物排放量和单位产品污染物排放量绩效,得到如下结果:2016年四川省钢铁行业(炼铁工段和炼钢工段)二氧化硫、氮氧化物、烟粉尘排放量较2015年排放量分别减少了33.19%、3.15%和37.34%。2016年四川省吨钢二氧化硫排放量、吨钢氮氧化物排放量、吨钢烟粉尘排放量较2015年分别下降27.2%、9.76%、41.61%。整体上看,四川省钢铁行业污染防治水平有所提升,但排放绩效欲达到全国平均水平,仍需分别减排二氧化硫、氮氧化物、烟尘78470.69t、6361.62t、32886.87t。"十四五"期间,四川省钢铁行业将面临巨大压力,有组织污染物减排在现有基础上再下降80.0%~83.3%。根据四川省钢铁行业污染防治现状,建议优化脱硫除尘设施,提高末端治理效率,提升二氧化硫和颗粒物污染防治绩效水平,普及脱硝设施,加强无组织管控。 In order to promote the industrial upgrading of the iron and steel industry in Sichuan Province,reduce pollutant emissions and improve the air quality,through the horizontal and vertical comparative analysis of the data of the iron and steel industry in the environmental statistics of Sichuan Province in 2015 and 2016,the pollutant emissions per ten thousand yuan output value and the pollutant emissions per unit product of the iron and steel industry in Sichuan Province were evaluated,the following results are obtained:In 2016,the total emissions of SO2,NOx and PM in the steel industry of Sichuan Province(ironmaking section and steelmaking section),respectively,were reduced by 33.19%,3.15%and 37.34%compared with2015.In 2016,the emission of SO2 per ton of steel,the emission of NOx per ton of steel and the emission of PM per ton of steel were reduced by 27.2%,9.76%and 41.61%compared with 2015.Therefore,on the whole,the level of pollution prevention and control of the steel industry in Sichuan Province has improved,but in order to achieve the national average emission performance,it still need to reduce SO2,NOx,and PM by 78470.69 tons,6361.62 tons,and 32886.87 tons respectively.According to《Opinions on Promoting the Implementation of Ultra-low Emissions in the Steel Industry》,in the 14 th Five-Year Plan period,the steel industry in Sichuan Province will face great pressure,and the emission reduction of organized pollutants will be reduced by 80.0%~83.3%on the existing basis.According to the current situation of pollution prevention and control in the iron and steel industry in Sichuan Province,it is suggested to optimize the desulfurization and dust removal facilities,improve the terminal treatment efficiency,improve the performance level of SO2 and PM,popularize denitrification facilities,and strengthen unorganized control.
