广东省城市更新常态化的模式探索——以城中村改造为例

Mode Exploration,Policy Adjustment and Normalization of Urban Village Reconstruction in Guangdong Province

城市更新是盘活土地存量资源、促进土地资源可持续利用的有力举措,城市更新的模式探索和政策调整有利于城市高质量发展。文章首先梳理了城市更新的产生与发展过程,并聚焦城中村改造这一城市更新重要内容,对比了不同城中村改造模式的特点。其次,广东省在城中村改造模式探索和政策调整中成果显著,因此以广东省为例进行了重要的政策梳理,广州市通过设立城市更新局使得城市更新工作常态化,并且比较了广州、深圳、珠海、佛山四城的城中村改造特征。不过,政策的制定往往落后于实际需求,城中村改造过程中存在改造进展缓慢、原住民安置不足等问题,因此,需要因地制宜地给予地方一定的政策探索空间,提高政策制定的及时性与有效性,促进我国城市更新工作的推进、土地要素的市场化和城市高质量发展。

Urban renewal is a powerful measure to revitalize the existing land resources and promote the sustainable use of land resources.The model exploration and policy adjustment of urban renewal are conducive to the high-quality development of cities.Firstly,this paper combs the emergence and development process of urban renewal,focuses on the urban village reconstruction,which is an important part of urban renewal,and compares the characteristics of different modes of urban village reconstruction.Secondly,Guangdong Province has made remarkable achievements in the exploration of urban village reconstruction mode and policy adjustment.Therefore,this paper takes Guangdong Province as an example to sort out the important policies,normalizes the urban renewal work through the establishment of Urban Renewal Bureau,and compares the characteristics of urban village reconstruction in Guangzhou,Shenzhen,Zhuhai and Foshan.However,the formulation of policies often lags behind the actual demand,and there are some problems in the process of urban village reconstruction,such as slow progress of transformation and inadequate resettlement of indigenous people.Therefore,it is necessary to give local governments certain space for policy exploration according to local conditions,improve the timeliness and effectiveness of policy formulation,and promote the promotion of urban renewal,marketization of land elements and high-quality urban development.
