Practical Dilemma and Realization Path of Accurate Supply of Rural Public Sports Service

运用文献资料法、实地调查法等,剖析农村公共体育服务精准供给的实践困境,提出实现路径。农村公共体育服务精准供给是实现基本公共服务均等化的有效途径、体现了以人民为中心的价值取向、是推进供给侧结构性改革的必然选择。实践困境:供给理念粗放化,供需信息不对称,供给主体缺乏协同,考评制度的负面导向性。提出实现精准供给的路径:强化精准化理念植入,推动服务供给向精准化变迁;夯实农村信息化基础,保障供需信息有效对接;建立党领导下的多部门协同机制,提升服务供给效能;推动考评制度建设精准化,强化绩效考评正面导向能力。

By using the methods of literature review and fi eld investigation,this paper analyzed the practical dilemma of accurate supply of rural public sports services and put forward the realization path.Accurate supply of public sports services in rural areas is an effective way to realize the equalization of basic public services,embodies the value orientation of putting people fi rst,and is the inevitable choice to promote the supply-side structural reform.Practical dilemma:The concept of supply is extensive,the information of supply and demand is asymmetric,the main body of supply lacks coordination,and the evaluation system is negatively oriented.Realization Path:We need to strengthen the implantation of the concept of precision and promote the transformation of service supply to precision,consolidate the foundation of rural informatization to ensure the effective alignment of supply and demand information,establish a multi-sectoral coordination mechanism under the leadership of the Communist Party of China(CPC)to improve supply effi ciency,and make local evaluation systems more accurate and make performance evaluation more positively oriented.
