摘要
充电桩与新能源汽车数量不匹配的问题严重阻碍了新能源汽车的普及,PPP模式的引入在一定程度上促进了充电桩的建设.但是,目前政策/法律、经济/金融和技术等风险指标一直影响着新能源汽车充电桩PPP项目的发展.因此,结合我国充电桩发展现状,建立风险指标体系,利用FAHP-变权计算权重,采用灰色模糊综合评价法计算T市充电基础设施建设项目三个备选方案的整体风险值,为项目公司选出整体风险值最小的方案.最后,根据评价结果提出相关建议以更好地促进新能源汽车充电桩PPP项目的发展.
The number of charging piles and new energy vehicles is unmatched,which hinders the popularization of new energy vehicles.The PPP mode promotes the construction of charging piles in a certain extent.However,there are some key risk indexes affect the development of the new energy vehicle charging pile PPP projects,such as political/legal,economic/financial,technological et al.Therefore,combined with China’s charging piles’development situation,the essay established the risk index system,and the weight of every index was calculated by the method of FAHP-variable weight.What’s more,the grey fuzzy comprehensive evaluation method was adopted to calculate overall risk value of the three alternative schemes for T charging infrastructure construction project,which to choose the scheme with the minimum overall risk value.Finally,in terms to the evaluation results,the relevant suggestions were put forward to promote the development of new energy vehicle charging pile PPP project.
