This paper introduces the development history and current status of the American and Russian space non-cooperative target surveillance system,points out the development direction of the space non-cooperative target surveillance system,as well as the role and application scenarios of the space ground station in space non-cooperative target surveillance.Finally,it presents the construction concept,key technology and development route of integrating the space ground station into the space non-cooperative target monitoring system.
