A Review on the Reform in the Joint Stock Cooperative System of Rural Collective Operating Assets

集体经营性资产股份合作制改革关系到广大农村农民群体的根本利益,本篇梳理了改革开放以来集体经营性资产股份合作制改革发展历程,围绕农村地区集体经济体制改革的特征和走向,结合国内外学者的研究热点和现实动态,就农村集体经营性资产股份合作制改革的重点任务和关键环节以及改革中的主要关系等方面开展集中探讨和经验总结。本文采用文献分析法并结合田野调查和访谈调研的方法,展开文献回顾和观点凝练,据此分析出集体经营性资产在提升农民财产性收入和维系集体组织治理能力方面扮演着重要角色。与此同时,部分农村固有的体制机制也在一定程度上制约了改革的进程,农村地区提升水电网等硬件基础设施的同时,也应该注重体制机制和工作方法等软件的创新与更新。

Based on the characteristics and trends of the collective economic system reform in rural areas,combined with the research hotspots and realistic trends of scholars at home and abroad,this paper summarizes the development process of the reform on the joint-stock cooperative system of collective operating assets since the reform and opening up.This paper focuses on the key tasks and key links of rural collective operating assets joint-stock cooperative system reform,as well as the main relations in the reform,and summarizes the experience.Based on this,it analyzes that collective operating assets play an important role in improving farmers’property income and maintaining the governance ability of collective organizations.At the same time,the reform of collective operating assets plays an increasingly important role in promoting the development of collective economy.However,there is room for further discussion on the direction and Prospect of the reform of collective operating assets.
