塔基视频监控在自然资源实时化、智能化、主动化监测监管及感知监控等方面具有广泛的应用空间和研究价值,探索基于塔基视频监控的自然资源智能感知模式(简称"慧眼守土")是开展自然资源监测监管的重要方向之一。本文从"慧眼守土"内涵出发,系统梳理了"慧眼守土"感知监管模式,并以江苏省为案例,深入研究了"慧眼守土"在自然资源监测监管中的实践形式及成效,总结了"慧眼守土"在自然资源监测监管业务中的优势、劣势及其潜在的应用前景。"慧眼守土"用途广泛,在自然资源监测监管中优势明显,相比天空遥感,更能适应重点区域、重点资源、实时性要求高的业务监测监管要求。未来需进一步提升视频标定、目标或特征检测等面向地理场景的智能化水平。

Tower-based monitor equipments have a wide range of application scope and research value in the real-time,intelligent,active monitoring and supervision and perception monitoring of natural resources.Exploring the intelligent perception mode of natural resources based on tower-based monitor equipments (abbreviated as "Insight") is one of the most important directions for the development of natural resources monitoring and supervision.Starting from the connotation of "Insight",this article systematically combs the monitoring and supervision mode of "Insight",taking Jiangsu province as a case to make a deep research into the practical form and effectiveness of "Insight" in natural resources monitoring and supervision,and to summarize the advantages,disadvantages and potential application prospects of "Insight".In summary,"Insight" has a wide range of uses,and plays an irreplaceable role in natural resources monitoring,supervision.Compared with aerospace remote sensing,it is more suitable for "Insight" to apply to key areas monitoring,key resources monitoring and higher requirements for real-time monitoring and supervision.As an important supplement to aerospace remote sensing,"Insight" has a wide range of application prospects in natural resources perception and project engineering monitoring;at the same time,it is necessary to further improve intelligent level of video positioning and target detection in geographic scenarios.
