人才流动是调整人才社会结构的基本形式,在新发展格局下,我国人才流动呈现出新的发展态势:人才流动总体规模不断扩大,人才产业结构分布持续优化,人才流动虚拟化比重加大,人才流动年轻化比例增加,人才区域性流动趋势变强,人才流动与人口变化高度正相关,人才流动频率与经济发展状况显著相关,人才流动政策的导向作用明显,人才在企事业单位流动的比例增加,留学回国人才"逆差"逐步缩小。未来构建科学合理的人才流动机制,应探索与国际接轨的人才管理制度,积极畅通人才流动渠道,进一步完善人才流动服务体系。

Talent flow is the basic form of adjusting the talent social structure. Under the new development pattern, China’s talent flow presents a new development trend, that is, the overall scale of talent flow is expanding, the distribution of the talent industrial structure is continuously optimized, the proportion of virtualization of talent flow has increased, the proportion of young talent flow has increased, the trend of talent regional mobility becomes stronger, talent flow is highly positively correlated with population change, the frequency of talent flow is significantly correlated with economic development, the guiding role of talent flow policies is obvious, the proportion of talents flowing in enterprises and institutions has increased, and the "deficit" of returned talents has gradually narrowed. To build a scientific and reasonable talent flow mechanism in the future, we should explore a talent management system in line with international standards, actively unblock talent flow channels, and further improve the talent flow service system.
