摘要
地区人才政策体系直接影响该地经济社会的发展。通过构建"政策工具—人才资源开发—人才层次"三维分析框架,多维度、系统性地分析了陕西省人才政策体系的结构。总体看,陕西省的人才政策工具以环境型为主,供给型次之,需求型最少;针对高层次人才的政策工具数量占比远超中、基层人才;对人才激励、培养、评价、保障的政策关注较多,而涉及引进、服务和流动的政策工具使用不足。未来陕西省应重视对供给型和需求型政策工具的补充,加强对中层和基层人才的支持,合理运用人才资源开发的政策工具,扩大政策作用面。同时,应以人才需求为导向,明确政策目标,强化人才政策的执行效果,重视提供优质的服务,提高人才待遇。
The regional talent policy system directly affects the economic and social development of the region. By constructing the three-dimensional analysis framework of "policy tools-talent resource development-talent level", this paper analyzes the structure of talent policy system in Shaanxi Province from multiple dimensions and systematically. Generally speaking, the talent policy tools of Shaanxi Province are mainly environment-oriented, followed by supply-oriented and demandoriented. The number of policy tools for high-level talents far exceeds that of middle-level and grassroots talents. More attention is paid to the policies of talent incentive, training, evaluation and guarantee, while the policy tools involving introduction, service and mobility are not used enough. In the future, Shaanxi Province should pay attention to the supplement of supply-oriented and demand-oriented policy tools, strengthen the support for middle-level and grassroots talents, make rational use of the policy tools for talent resource development, and expand the scope of policy action. At the same time, we should be oriented by talent demand, clarify policy objectives, strengthen the implementation effect of talent policies, pay attention to providing high-quality services and improve talent treatment.
