摘要
当前中国粮食储备主体包括政府和社会,但其中主要依靠政府储备。社会储备式微影响了市场机制的发挥,同时也增加政府财政压力。伴随粮食储备体制机制改革深入,在“藏粮于民”背景和全球化视野下重新审视中国粮食储备格局,应适当缩减政府储备,提高社会储备。对此,应明晰中央和地方粮食储备权责分配,积极发挥社会储备在现有粮食储备中的作用,并加强政府对社会储备的监管和调控权,保障粮食储备的数量和质量,以确保粮食安全目标的实现。
At present,the main body of China's grain reserves includes the government and society,but it mainly depends on the government reserves.The decline of social reserves not only affects the market mechanism,but also increases the financial pressure of the government.With the deepening of the reform of grain reserve system and mechanism,we should re-examine the pattern of Grain Reserve in China under the background of"storing grain among the people"and globalization.We should appropriately reduce government reserves and improve social reserves.In order to ensure the realization of the goal of food security,we should make clear the distribution of the rights and responsibilities of the central and local grain reserves,give full play to the role of social reserves in the existing grain reserves,and strengthen the government's supervision and control over the social reserves to guarantee the quantity and quality of the reserves.
