平台型企业社会责任多元治理研究

Research on Multi-governance of Social Responsibility of Platform Enterprises

现代互联网信息技术推动了平台经济的兴起与飞速发展,但平台型企业社会责任的缺失和异化行为日益凸显,亟待高效治理。明确平台型企业社会责任的属性特征和内容构成,借鉴多中心治理理论,构建平台型企业社会责任的多元治理模式与高效运行机制。研究表明,平台型企业社会责任具有主体多元性、多重关系性、治理复杂性和内容扩展性的属性特征;多中心治理理论与平台型企业社会责任治理在治理主体、权力向度、实现方式等方面具有内在契合性;政府、平台型企业、社会公众、公共媒体、基层党组织和第三部门等主体应被纳入平台型企业社会责任多元治理体系中;治理目标一致、主体间有机协调、良好的运行环境和制度设计是平台型企业社会责任多元治理模式有效运行的保障。这对于强化平台型企业社会责任治理,实现平台型企业可持续发展具有一定的现实价值。

Modern Internet information technology has promoted the rise and rapid development of the platform economy,but the lack and alienation of corporate social responsibility of platform enterprises have become prominent.Thus,efficient governance is urgently needed.This paper clarifies the characteristics and content of corporate social responsibility of platform enterprises,multi-center governance theory and builds a multi-governance model andefficient uses the reference of operation mechanisms of corporate social responsibility of platform enterprises.The research shows that the characteristics ofcorporate social responsibility of platform enterprisesare subject multiplicity,multiple relationships,governance complexity,and content scalability.Besides,multi-center governance theory and corporate social responsibility governance of platform enterprises are inherently compatible in terms of governance subject,power dimension,and implementation methods.Moreover,the government,platform enterprises,the public,public media,grassroots party organizations,and the third sector should be included in the multi-governance system.Finally,consistent goals,organic coordination between subjects,a good operating environment,and system design are the guarantee for the effective operation of the multi-governance model of corporate social responsibility of enterprises.The paper has certain practical value for strengthening the corporate social responsibility governance of platformenterprises and realizing the sustainable development of platformenterprises.
