基于耕地资源压力指数的负债表编制研究--以京津冀地区为例 被引量:2

摘要 耕地是粮食生产的命根子,保护耕地的核心应该是保护其粮食生产能力。耕地数量减少到一定程度即视为负债是普遍共识,而耕地不合理利用、占优补劣致使耕地质量下降也应该视为一种负债,在耕地压力指数模型的基础上兼顾耕地质量情况,根据耕地分等结果开展耕地资源的粮食生产能力核算及资源压力指数测算,探索以耕地资源粮食生产能力和供给能力为主要内容的负债表编制研究。以京津冀地区为例开展试算,结果反映依据耕地数量和质量为基础数据测算得出的耕地压力指数更能科学反映区域内耕地资源的承压状况及负债情况,更能科学量化区域内现有耕地资源保障粮食安全能力的变化情况,有一定的科学性和可操作性。 Cultivated land is the lifeblood of grain production,and the core of protecting cultivated land should be protecting its grain production capacity.It is generally accepted that reduction in the quantity of cultivated land to a certain level is considered as a land liability and decrease in the quality of cultivated land by irrational use and unbalanced requisition-compensation can also be regarded as a land liability.Based on the model of cultivated land pressure index,this paper,giving consideration to the quality of cultivated land,developed grain production capacity accounting and resource pressure index measurement for cultivated land according to the results of cultivated land gradation and explored researches on balance sheets compilation with the grain production and supply capacity as the main contents.Taking the Beijing-Tianjin-Hebei region as an example to carry out trial calculations,the results were shown as follows:the cultivated land pressure index,which was based on the quantity and quality of cultivated land,was a more scientific reflection of the pressure and liability of the region’s cultivated land resources,and a more scientific quantification of the changes in capacity for food security ensured by existing cultivated land in this region.Therefore,this paper was scientific and feasible to some extent.
