高等教育普及化背景下的大学治理——访著名教育家潘懋元先生

University Governance under the Background of Popularization of Higher Education——An Interview with Mr.Pan Maoyuan,A Prestigious Educator

高等教育普及化以后,高等教育发展的重点应该放在高质量发展,这是建立在科学分类基础上的多样化高质量发展。多样化高质量发展的特征是研究型大学、应用型大学和高等职业院校的多样化发展。构建“管办评”分离、“放管服”一体化的制度环境,以实现治理关系现代化;平衡行政与学术、学校与学院的关系,实现高校内部治理结构现代化;建设多元化评价机制,对不同高校分类评价,实现评价机制现代化;加强与其他学科的有效互动,将高等教育学发展成为独立的一级学科,从而不断完善高校治理的现代化建设。这样,大学才是人类命运共同体的重要组成部分,大学命运共同体才能通过培养时代新人,提供科研成果和技术支撑,传承与创新人类文明,为促进各国互信合作、交流互鉴和互利共赢注入强劲动力。

The popularization of higher education has ushered in its high-quality development,diversified that relies on scientific classification.Such development features with a diversification of research universities,applied universities and higher vocational colleges.An institutional environment should be built to separate“supervision,operation and evaluation”and“streamline administration and delegate power,improve regulation,and upgrade services”so as to realize the modernization of governance relations;the relationship between administration and academia,universities(colleges)and their sub-teaching institutions should be balanced so as to realize the modernization of internal governance structure;a diversified evaluation mechanism should be established and different universities(colleges)classified and evaluated so as to realize the modernization of the evaluation mechanism;an effective interaction with other disciplines should be strengthened and higher education should be developed into an independent first-class discipline so as to continuously improve the modernization of university governance.In this way,the university can be an important part of the community with a shared future for mankind.The university community with a shared future can foster a new generation with sound values and ethics of the times,provide scientific research achievements and technical support,inherit and innovate human civilization,thus injecting strong impetus into promoting mutual trust and cooperation,exchanges and mutual learning,mutual benefit and win-win results among countries.
