基于“精细化管理”理念的东莞市城市环境管理对策研究

Strategy of Urban Environmental Management in Dongguan City based on Concept of“Delicacy management”

为契合《东莞市环境保护和生态建设“十四五”规划》之城市环境管理精细化水平提升要求,“单元制”策略具备实现城市环境精细化管理之潜力。结合深圳市国土空间规划标准单元建设经验,以东莞市环境管控单元基底,从优化理念与单元划定两方面提出环境管控单元的优化构想,最终提出环境管控单元制度有利于东莞市打破“镇强市弱”局面,通过职责分工明晰化、“一张图”平台构建,实现全域环境管理协同发展。进一步佐证“环境管控单元”制度在东莞市的应用可行性。

In order to meet the requirements of the 14th Five-Year Plan of Environmental Protection and Ecological Construction in Dongguan city for improving the refinement level of urban environmental management,the“unit system”strategy has the potential to realize the refinement management of urban environment.Based on the construction experience of standard unit of land space planning in Shenzhen and the base of environmental control unit in Dongguan city,the optimization concept of environmental control unit is put forward from two aspects of optimization concept and unit demarcation.The research results show the environmental control unit system is conducive to Dongguan city to break the situation of“strong town and weak city”,and realize the coordinated development of environmental management in the whole region through clearer division of responsibilities and the construction of“one map”platform.The application feasibility of“environmental control unit”system in Dongguan city was further proved.
