摘要
基于医疗人工智能的具体实践,立足深度学习、智能机器人、医疗大数据三个面向,聚焦各类创新主体协同发力以及各要素之间系统整合,总结医疗人工智能创新发展的现状特征与发展方向,并从数据伦理、责任伦理、算法伦理以及法律监管进行风险识别。最终,以技术创新为依托并结合伦理规范与制度转型,从医疗大数据的规范。智能机器人的调适、算法伦理的治理以及准入机制的完善四个方面规制医疗人工智能的应用和准入,打造智慧健康管理与疾病诊疗的医疗资源价值新格局。
Based on the specific practice of medical artificial intelligence,this paper concentrates on three aspects:in-depth learning,intelligent robot and medical big data,focusing on the collaborative efforts of various innovation subjects and the systematic integration between various elements.It summarizes the current situation,characteristics and development direction of the innovation and development of medical artificial intelligence,and identifies risks from data ethics,responsibility ethics,algorithm ethics and legal supervision.Finally,based on technological innovation and combined with ethical norms and institutional transition,the study regulates the application and access of medical artificial intelligence from four aspects:the specification of medical big data,the adjustment of intelligent robot,the governance of algorithm ethics and the improvement of access mechanism,so as to create a new pattern of medical resource value of intelligent health management and disease diagnosis and treatment.
