论公共卫生服务与基本医疗服务的协同之路

Study on the Path of Synergy between Public Health Services and Basic Medical Services

健康中国战略背景下的整合型医疗卫生体系需要基于“防治-诊治-康复”等过程实现公共卫生服务与基本医疗服务的协同,要求医疗卫生服务供给必须具有连续性、有效性和公平性。当前,医疗卫生服务面临供给碎片化、“倒三角状态”的结构性失衡困境。浙江、安徽、河南等地在组织架构、组织资源整合、组织规范等方面进行了实践探索。实现公共卫生与基本医疗服务的高效协同,需引入组织机制、市场机制和伦理机制,构建包括文化、组织、利益在内的卫生命运共同体。

The integrated health care system in the context of the Health China strategy needs to realize the synergy between public health services and basic medical services based on the process of"prevention,treatment and rehabilitation",which requires the supply of health care services to be continuous,effective and equitable.At present,public health care services are facing the dilemma of structural imbalance of fragmentation and"inverted triangle state".Zhejiang,Anhui,Henan and other places have explored the organizational structure,integration of organizational resources,and organizational norms.To achieve efficient synergy between public health and medical services,it is necessary to introduce organizational,market and ethical mechanisms,and to build a health community concerning culture,organization and interests.
