“互联网+医疗”与分级诊疗制度建设探讨

Investigation on the Construction of Internet Plus Medical Treatment and Hierarchical Medical System

以“互联网+医疗”和分级诊疗的关系为着力点,力图解决二级医院、三级医院开设的“互联网+医疗”吸引了本该去基层医疗机构就诊的患者,阻碍了分级诊疗发展的问题。通过分析“互联网+医疗”的相关政策及发展现状,找出“互联网+医疗”削弱分级诊疗实施的原因。提出医疗联合体视角下的由政府主导,以“互联网+医疗”为技术手段,建立紧密的分级诊疗联合体、适当的利益分配体系、完善的法律法规的对策建议,促进分级诊疗制度建设。

This study focuses on Internet plus medical treatment and hierarchical medical system,aiming to overcome the barriers caused by Internet plus medical treatment,which attracted a large amount of patients who should have gone to primary medical institutions,and hindered the development of hierarchical medical system.By analyzing relevant policies and current development,the paper figures out the reasons that undermine the hierarchical medical system.From the perspective of clinical affinity domain,it is suggested to build up a hierarchical diagnosis and treatment system under the leadership of government with the aid of digital technology,to generate appropriate benefit distribution system,provide advices for improving laws and regulations,and facilitate the establishment of hierarchical medical system.
