摘要
推进世界一流大学和世界一流学科建设是党中央的英明决策,是实现新时期高等教育发展的重要举措,其中避免“双一流”建设重复之前重点建设中存在的身份固化、竞争缺失、重复交叉等问题,是“双一流”建设取得成效的关键。为此,必须切实建立“有进有出”的动态调整机制。文章指出,“双一流”不能只搞“加法”,还必须依据学校的实际建设成效搞“减法”,要真正把“双一流”建设作为工程,而不再给学校贴身份标签,把大学分为三六九等。
Promoting the construction of first-class universities and disciplines(abbreviated as the“double first-class”)in the world is a sagacious decision of the Party Central Committee and an important measure to realize higher education development in the new era.For the construction of the“double first-class”,it is crucial to avoid the same problems that we met in the Projects 211 and 985,such as identity rigidity,lack of competition,repetition and overlapping,etc.To this end,we are badly in need of establishing a dynamic adjustment mechanism of“in and out”.This article points out that the“double first-class”construction should not only focus on“adding”,but also on“subtracting”based on the actual construction results of universities.In order to truly construct the“double first-class”as planned,universities should no longer be fixed with identity labels or be graded by various ranks.
