中共对台大政方针的传承与发展

The Inheritance and Development of the CPC's Policy towards Taiwan

中共对台大政方针,是指中共涉台重大政策文献提出的重大政策措施,或中共领导人阐述的解决台湾问题的重要政治论述,在对台工作中具有长期性、普遍性、全局性、战略性指导意义。中共对台大政方针主要包括:解放台湾;争取和平统一,但决不承诺放弃武力;海峡两岸和平统一谈判;“一纲四目”与“一国两制”;寄希望于台湾人民;“可以等”与“不愿拖”的辩证统一;一个中国原则;台湾问题是中国内政;在和平统一谈判的过程中,可以吸收两岸各党派、团体有代表性的人士参加;两岸关系和平发展;坚持体现一个中国原则的“九二共识”;两岸融合发展;追求两岸同胞的心灵契合;等等。由于学术研究和大众涉台话语体系论述的角度不同,或是由于约定俗成的原因,或是由于归纳、描述和排列组合的方式不同,甚至因为不同历史发展阶段的侧重点差异,对台大政方针的具体表述存在差异是正常的,只要符合相同的定义内涵即可兼容并蓄。

The Communist Party of China(CPC)’s policy towards Taiwan refers to the major policy measures proposed by the CPC’s major policy documents related to Taiwan,or the important discourse on resolving the Taiwan Question elaborated by the CPC leaders,which have long-term,universal,overall and strategic guiding significance in the work towards Taiwan.The CPC’s policy towards Taiwan mainly includes the liberation of Taiwan,striving for peaceful reunification but never promising to give up the use of force,negotiations on peaceful reunification between the two sides of the Strait,“one general program and four details”and“one country,two systems”,one China principle and placing hope on the people of Taiwan.On the other hand,the policy also embraces the dialectical unity of“can wait”and“unwilling to delay”,the fact that the Taiwan Question is China’s internal affairs,the representatives of political parties and organizations on both sides of the Strait can participate in the process of negotiations on peaceful reunification,peaceful development of the cross-Strait relations,adhering to the“1992 Consensus”that embodies the one China principle,deepening the cross-Strait integrated development and pursuing the spiritual harmony of the cross-Strait compatriots and so on.However,due to the different perspectives of academic research and public discourse system related to Taiwan,or due to conventional reasons,or different ways of induction,description,arrangement and combination,or even due to the focus differences in different historical development stages,it is normal that there have some differences in specific identification and listing in the policy towards Taiwan,so identification and listing from different dimensions should be allowed.As long as they meet the same definition and connotation,their compatibility is achieved.
