旅游行业治理能力评价指标体系构建

Constructing the Evaluation Index System of Governance Capacity in the Tourism Industry

推进旅游行业治理体系和治理能力现代化,对于提升旅游行业治理能力,实现旅游业高质量发展至关重要。目前,少有关于旅游行业治理能力评价指标体系构建的研究,旅游行业治理能力缺乏必要的评价工具,使旅游行业治理能力研究陷入定性分析盲区。基于此,论题在借鉴国内外治理指标体系的基础上,以旅游行业治理能力为一级指标,以行政治理能力、协会治理能力和法治化水平为二级指标,构建了一套包含25个三级指标的旅游行业治理能力评价指标体系,并运用专家调查法和层次分析法(AHP)确定各指标权重。以期有益于社会各界对旅游行业治理能力的理解,为后续相关研究提供一些思路。

Promoting the modernization of governance system and governance capacity in the tourism industry is essential for improving the governance capacity of tourism industry and achieving the high-quality development of tourism industry. At present, there are few research on the construction of the evaluation index system of governance capacity in the tourism industry, which cause the lack of necessary evaluation tools for the governance capacity of tourism industry, and makes the research on the governance capacity of tourism industry fall into the blind zone of qualitative analyses. In this regard, this paper, while drawing on the domestic and foreign governance index systems, constructs a set of evaluation index system of the governance capacity of the tourism industry, in which the governance capacity of the tourism industry is established as the first-level indicator, and the administrative governance capacity, the governance capacity of association and the level of rule of law as the second-level indicators, as well as 25 three-level indicators. In the meantime, the expert survey method and analytic hierarchy process(AHP) are used to determine the weight of each indicator. It is expected to facilitate the understanding of the governance capacity of the tourism industry among all walks of life, and provide some ideas for the subsequent research.
