新时代的党和国家机构改革被放在国家治理现代化发展的总体战略中谋划推进,如何推动机构改革顶层设计扎实落地、提升机构改革的治理效能成为后改革时期面临的重大命题,破解这一命题需要追溯到中国特色社会主义的制度性根源上。研究发现,机构改革后的制度运行处在多元利益交织的治理网络中,内嵌于这一治理网络中的制度价值、制度体系、制度结构以及政策工具构筑了彼此互动的因果系统,共同作用于制度运行中的效能转化。因此,对于制度运行过程进行系统性分析,是推动党和国家机构改革彰显的制度优势转化为治理效能的重要研究面向。

The party and state agencies reform in the new era has been well-planned and push on with national governance modernization overall strategy.To propel the implementation of state agencies reform top-level design as well as governance efficiency has become major concerns in post-reform period.It is necessary to trace back institutional origin of socialism with Chinese characteristics.Researches found out state agencies operation after reform are connected with governance network of multiple interests.The institutional value,institutional system,institutional structure and policy tools are embedded in this governance network,they contribute with each other and jointly act on the efficiency transformation of institutional operation.Thus,to systematically analyse institutions’operation process is current research emphasis,which will transform institution advantage into governance effectiveness in the party and state agencies reform process.
