摘要
乡村教师荣誉体系建设是新时期推进乡村教师队伍建设的重要环节。基于政策工具理论,通过检视和剖析各省相关政策文本发现:省级政府政策工具的选择与运用上趋向多元化与综合化,但存在着权威型工具靶向偏移,激励型工具激励性有限,能力建设型工具实效性不强,系统变革型工具欠乏顶层设计,劝诫型工具影响力不足等问题。展望未来,应在系统分析各项政策工具优势与不足的基础上,统筹发挥各类政策工具效能,充分发挥政策工具的长效价值,以促进乡村教师荣誉体系建设的可持续发展。
The construction of rural teachers’ honor system is an important part of promoting the team construction of rural teachers in the new era. The paper reviews and analyzes the provincial relevant policy texts based on the theory of policy tools and finds that the selection and application of provincial government policy tools tend to be diversified and integrated. The problems are: a) targeting bias of authoritative tools;b) limited motivation of incentive tools;c) weak effectiveness of capacity building tools,;d) lack of top-level design of systemic change tools;and e) insufficient influence of exhortation tools. In the future,it should be the basis that the systematic analysis of the advantages and shortcomings of various policy tools. Moreover,it is expected to integrate the effectiveness of various policy tools and give full play to the long-term value of policy tools in order to promote the sustainable development of rural teachers’ honor system construction.
