智能视频监控之个人信息的使用有利于维护公共安全,但也容易偏离收集目的,以及发生个人信息的泄露,从而对个人信息安全产生威胁。现有智能视频监控的立法涉及到了个人信息的保护,但是其以公共安全维护为价值取向、立法层级偏低,对个人信息使用的规范比较原则,对智能视频监控之个人信息的保护还不够。对此,需要在价值取向上坚持公共安全维护与个人信息安全的平衡,加快统一立法,并制定操作性强的个人信息保护规范。

The use of personal information in intelligent video surveillance is helpful to maintain the public safety,but it is also easy to deviate from the purpose of collection,as well as the leakage of personal information,which poses a threat to the personal information security.The current legislation of intelligent video surveillance involves the protection of personal information.But,it takes the maintenance of public safety as its value orientation,the legislation level is on the low side,the regulation of the use of personal information is relatively principled,and the protection of personal information for intelligent video surveillance is not enough.It is necessary to maintain a balance between the public security and the personal information security in terms of the value orientation,accelerate the unified legislation and formulate the operational personal information protection regulations.
