推动煤炭消费尽早达峰、严格控制煤炭消费增长,是我国于2030年前实现碳达峰、2060年实现碳中和的明确政策和重点举措。确保煤炭安全稳定保供、促进全行业高质量可持续发展又是煤炭行业转型升级的必然要求。统筹好发展和压减、整体和局部、短期和中长期的关系,是煤炭产业发展的重要课题。结合煤炭产业发展现状和实际,展望"双碳"进程下煤炭产业的中长期发展走势,分析企业视角下的煤炭消费达峰过程中可能面临的主要挑战,并向政策制定者提出了产业发展的政策建议。

Promoting coal consumption to peak as soon as possible and strictly controlling coal consumption growth are clear policies and key measures for my country to achieve carbon peaks by 2030 and carbon neutrality by 2060. Ensuring the safety and stability of coal supply and promoting the high-quality and sustainable development of the entire industry are inevitable requirements for the transformation and upgrading of the coal industry. Coordinating development and reduction, overall and partial, short-term and medium-to-long-term relationships are important issues for the development of the coal industry. This paper combines the status and reality of the development of the coal industry, looks forward to the mid-to long-term development trend of the coal industry under the “ dual-carbon” process,analyzes the main challenges that may be faced in the process of peaking coal consumption from the perspective of the enterprise, and presents it to policy formulation The author put forward policy recommendations for industrial development.
