云南、广西跨边境输入传染病防控工作的影响因素与对策分析

Analysis of impact factors and the countermeasures of cross-border imported infectious diseases prevention and control in Yunnan and Guangxi

目的通过分析云南省与广西壮族自治区近年来颁布实施的边境传染病防控管理方案,了解影响边境地区传染病防控的主要因素,以期为跨边境输入传染病防控提出对策建议。方法在云南省卫生健康委等政府官方网站信息发布平台进行检索,获取近年来云南省与广西壮族自治区发布的有关边境传染病防控政策,对制定时间及政策类型进行分析。结果2002—2020年,云南省共颁布实施与传染病防控相关政策文件18件,广西壮族自治区共颁布17件。结论2002—2020年,云南省与广西壮族自治区两地对艾滋病与结核病防治政策制定呈现出数量增加、针对性提高、地域化防控特征逐渐明显等特点。同时更加注重从事传染病防控专业人员的自身防护,但在提高边境地区居民对跨边境输入传染病的风险认知与健康教育方面存在一定欠缺。

Objective By analyzing the prevention and control plan of Yunnan Province and Guangxi Zhuang Autonomous Region,to know the main factors affecting the prevention and control of infectious diseases in border areas,in order to propose countermeasures.Methods Obtaining the border prevention and control policies issued by Yunnan Province and Guangxi Zhuang Autonomous Region in recent years,such as the platform of Health Commission of Yunan Province,and analyzing the formulation time and type of policy.Results From 2002 to 2020,Yunnan Province issued 18 policies related to infectious disease prevention and control,while Guangxi Zhuang Autonomous Region issued 17 policies.Conclusion From 2002 to 2020,the number of AIDS and tuberculosis prevention and control policies have increased,targeting improved,regional prevention and control characteristics become gradually clear,and the protection of infectious disease prevention and control professionals are paid more attention to.But there is still lack of risk perception and health education of imported infectious diseases of the residents in border regions.
