2019年青岛市某区基本公共卫生服务项目慢性病管理技术指导分析

Analysis of technical guidance of basic public health chronic disease management in a district in Qingdao City in 2019

目的通过对比基本公共卫生服务项目慢性病管理技术指导与年底考核慢性病规范管理得分,分析系统化、精准化技术指导的效果。方法汇总针对辖区74家社区卫生服务机构技术指导中基本公共卫生服务项目慢性病管理存在的问题,对两次技术指导和邻近两年慢性病规范性考核结果的关联程度进行分析。结果在两次技术指导发现的11项问题中有5项整改较好,该5项在两次技术指导之间比较差异有统计学意义(P<0.05)。对比2019年和2018年全年慢性病管理绩效考核规范性得分发现,高血压规范管理(t=11.46)、糖尿病规范管理(t=13.26)技术指导效果显著,两年间比较差异有统计学意义(P<0.01)。结论基本公共卫生服务项目技术指导工作不能一味追求频次和覆盖面,需要多部门协作使指导更加系统化、精准化和规范化。

Objective By comparing with the chronic disease technical guidance of basic public health service items and the year-end assessment of chronic disease standard management score,to analyze the effect of systematic and accurate technical guidance.Methods The common problems of chronic disease management in basic public health service items in technical guidance were summarized,and the correlation degree between the two times of technical guidance and the results of chronic disease standardized assessment in the next two years was analyzed.Results 5 out of the 11 problems were better,with statistically significant difference(P<0.05).Compared with the standardized score of chronic disease management performance evaluation in 2019 and 2018,the standardized management of hypertension(t=11.46)and the standardized management of diabetes(t=13.26)were statistically significant,with statistically significant difference(P<0.01).Conclusion The technical guidance of basic public health service projects should not blindly pursue the frequency and coverage,but need the cooperation of multiple departments,to make it be more systematic,precise and standardized.
