网络治理视角下高校外语教育政策研究

A Study on Foreign Language Education Policy in Universities from the Perspective of Network Governance

中国的外语教育政策经过发展,其价值内涵不断演化,在国际交流中,外语除了具备原有工具属性,中国特色大国外交战略的实施又赋予外语新的角色定位。外语教育政策涵盖的范围不断扩大,关乎国家政治、经济与科技,单边管理的推行模式已经无法满足其治理要求。文章从网络治理的角度,分析外语教育政策利益相关者的网络构成,以人为本,以多元嵌入的协调机制、模糊边界的约束机制,提升利益主体的治理效率,达到政策的实施目标。

With the development of Chinese foreign language education policy,its value connotation is constantly evolving.In international exchanges,in addition to the original instrumental attribute,the implementation of a big country’s diplomatic strategy with Chinese characteristics gives foreign languages a new role.The scope of foreign language education policy,which is related to national politics,economy,science and technology,is expanding.The implementation mode of unilateral management can not meet its governance requirements.From the perspective of network governance,this paper analyzes the network composition of foreign language education policy stakeholders,people-oriented,multi embedded coordination mechanism and fuzzy boundary constraint mechanism,so as to improve the governance efficiency of interest subjects and achieve the implementation goal of the policy.
