乡村振兴战略视域下基层政府、市场与社会的协同治理研究

Research on the Collaborative Governance of Grassroots Government,Market and Society from the Perspective of Rural Revitalization Strategy

在论述基层政府、市场与社会三者在乡村振兴中发挥的作用及其形成双向互构的动态过程的基础上,指出治理型政府与活力市场促进农村社会的发展,农村社会的需求又形塑政府与市场。分析了在乡村振兴实践过程中,基层政府、市场与社会的角色定位在农村呈现出权力的“缺失”与“越位”、市场经济的“动力不足”与“过分发力”、农村社会的微弱内生动力等现实困境。所以打造基层政府、市场与社会三位一体的协同治理,重塑三者之间的关系,是我国乡村振兴战略的实施与乡村社会发展的重要途径。

The role of grassroots government,market and society in rural revitalization and the dynamic process of two-way mutual construction are analyzed.The governance-style government and dynamic market promote the development of rural society,and the needs of rural society shape the government and market.In the process of rural revitalization practice,the roles of grassroots government,market and society present some realistic dilemmas in rural areas,including the authority,the market economy,and endogenous power of rural society.Therefore,it is an important way for the implementation of rural revitalization strategy and the development of rural society to build the collaborative governance of grassroots government,market and society,and reshape the relationship among them.
