农村党组织是基层乡村振兴工作的领导核心、乡村治理的重要根基、村集体经济发展的组织保障、美丽乡村建设的关键力量。当前农村基层党组织建设因受到人才、资源、文化等因素的制约,陷入发展困境。农村基层党组织要全面把握乡村振兴战略的总要求,找准功能定位,建立内育外引的人才制度,以“促民富”推动农村产业化发展、“兴文化”加强乡村文化建设、“谋创新”实现农村治理现代化,保证乡村振兴战略的稳步推进。

Comprehensively advancing the strategy of rural revitalization is the mission and task given to rural grassroots party organizations by the party and government in the new era.The rural grassroots party organization is the core of leadership for rural revitalization,the important foundation of rural governance,the organizational guarantee for the development of the village’s collective economy,and the overall planning force for the construction of beautiful countryside.At present,the construction of rural grassroots party organizations is restricted by factors such as talents,resources and culture,and encounters the difficulty of lack of talents and materials.The rural grassroots party organizations must fully grasp the general requirements of the rural revitalization strategy and find their correct functional position,such as establishing a talent system with internal education and external introduction by“introducing talents”and“driving farmers to get rich”to promote the development of rural industrialization,strengthening the“revitalization of culture”to promote rural cultural construction,“seeking innovation”to promote the development of rural governance modernization,thus to ensure the steady advancement of the rural revitalization strategy.
