石化企业基层应急“135”快速响应机制建设初探

Trial on the Construction of“135”Rapid Response Mechanism for Grass-Roots Emergency in Petrochemical Enterprises

分析了石化企业基层应急机制存在的问题,借鉴政府基层应急体系中的“135”快速响应机制,从石化企业生产运行实际出发,探索和规范基层应急处置程序,建立石化企业基层应急“135”快速响应机制,提出退守稳态的量化条件,突出“现场一分钟、当班三分钟、联动五分钟”应急能力建设,以此来提升石化企业基层应急能力。

This paper analyzed the problems existing in the grass-roots emergency response mechanism of petrochemical enterprises and drew lessons from the“135”rapid response mechanism in the government grass-roots emergency system.The grass-roots emergency response procedures were explored and standardized from the actual production and operation of petrochemical enterprises.The grass-roots emergency“135”rapid response mechanism of petrochemical enterprises was established,and the quantitative conditions for retreating to the steady state was proposed,and“One minute on site,three minutes on duty and five minutes of linkage”emergency capacity was highlighted,so as to improve the grass-roots emergency capacity of petrochemical enterprises.
