北约应对新冠疫情的政策调适——兼论后疫情时代的北约发展趋向

NATO's Response to Covid-19 and Policy Adjustment-A Concurrent Discussion of NATO s Development in Post-Pandemic Era

席卷全球的新冠疫情对北约产生了广泛而深刻的影响。为防止疫情由公共卫生危机转化为安全危机,北约在开展机构及人员调配、协调物资储备及实施医疗援助等政策调适的同时,也通过强化联盟建设、开展军事演习而维持其战略扩张态势。新冠疫情在一定程度上促使北约对其政治使命及权能定位进行反思与重构,因而北约在后疫情时代的发展走势将呈现若干新特征。北约在战略扩张方面将进一步重视应对非传统安全挑战,强化应对公共卫生安全危机的能力,提升北约整体的战略竞争优势;同时,北约也将采取基于并超越疫情防控政策的发展思路,持续强化其跨大西洋联盟之政治军事组织的功能,借助疫后复苏等宏观环境而重振欧美关系,深化对欧洲政治和安全领域的支持与掌控,加强同中国与俄罗斯的战略竞争。

NATO has been working in a comprehensive way to contain the various threats brought about by the pandemic of Covid-19,which forced the transatlantic alliance to readjust its institutional function and personnel deployment to mitigate the global challenge.Although NATO has decided to postpone or even cancel some activities due to the consideration of possible infection,it also has been taking the pandemic as an opportunity to strengthen its strategic expansion which had been the focus since the beginning of 21^(st) Century.To a certain extent,the Covid-19 pandemic has prompted NATO to introspect its measures addressing public health risks and go beyond to reconstruct its political mission and capacity building and this will shape NATO's development in near future.Basically,there will be four fundamental characteristics worthy of international observation,which are might be,recovery of US-Europe cooperation,independent defense development of EU,sustainable but limited strategic expansion of NATO,and even stronger competition against Russia and China.
