The Construction of"Three Lines One Permit"Eco-Environmental Zoning Control System:Progress and Prospect

“生态保护红线、环境质量底线、资源利用上线和生态环境准入清单”(以下简称“三线一单”)是加强生态环境源头防控,推动高质量发展和高水平保护的重要制度。目前,全国生态环境分区管控体系初步建立,全面进入落地实施应用阶段。本文在对“三线一单”生态环境分区管控体系的发展历程和建设现状进行系统梳理的基础上,从管理体系、技术体系和应用体系方面厘清了“三线一单”体系建设中存在的主要问题,对下一步“三线一单”体系建设提出针对性建议,以期推动“三线一单”生态环境分区管控体系不断完善。

“Ecological protection Red line,bottom line of environmental quality,upper line of resource utilization and ecological environment access list”(hereinafter referred to as the"Three Lines One Permit")is a significant policy to strengthen ecological environment prevention and control at source and promote high-quality development with high-level protection coordinately.At present,the eco-environmental zoning control system has been established nationally,and it has fully entered the stage of implementation and application.Based on the systematic review of the development history and construction status of the"Three Lines One Permit"ecoenvironmental zoning control system,this paper clarifies the main problems in the construction of the"Three Lines One Permit"system in terms of management system,technical system and application system,then proposes suggestions for the future construction of the"Three Lines One Permit"system to promote the continuous improvement of the policy.
