公共安全事故预防是贯彻落实"总体国家安全观""统筹发展和安全,建设更高水平的平安中国"的重要内容。为了防范公共安全事故的发生,有必要从监督过失、管理过失和监管过失三个层面完善监督过失责任体系。监督行为主体必须在其职责、业务和义务范围内积极履行作为义务,主动采取措施排除公共安全隐患,足够谨慎地防止出现重大公共安全危险,以维持社会机体的正常运转。"刑行一体""纪法贯通"式构建的预防性监督过失责任体系,能够有效地遏止公共安全事故的高发态势。

The prevention of public safety accident is an important issue of implementing"Overall National Security Concept"and"Integrating Development and Security,and Building a Higher Level of Peaceful China".In order to prevent public safety accidents,it’s necessary to perfect the system of supervision negligence from supervision negligence(sensustricto),management negligence and dereliction of duty.Subject of supervision behavior should take active measures to prevent and eliminate security risks in its scope of duties,prudently prevent serious public security crises,and maintain the normal operation of the social organism.Preventive Legal System which is constructed by"Integration of Criminal Law and Administrative Law"and"Interpenetration of Disciplinary and Law"could effectively curb high incidence of industrial accidents.
