生态文明建设背景下的国家海洋公园建设现状及对策——以青岛国家级海洋公园为例

Current status and countermeasures of national marine park construction in the background of ecological civilization construction: Qingdao national marine park as an example

本文基于旅游可持续发展观、生态文明理念的旅游内涵、国家海洋公园的作用分析了生态文明建设的当代理论依据,认为生态文明背景下建设海洋公园是落实海洋生态文明建设的重要举措,是推动海洋生态旅游开发的发展动力,是凝练城市海洋生态建设合力的可持续发展路径。以青岛国家海洋公园生态建设为例,研究了生态文明建设背景下的国家海洋公园建设现状,发现存在过度开发,资金不足,园内管理水平较差等问题。由此提出要兼顾自然保护与开发,探索保护与开发的平衡,按照生态环境进行分区,开展保护性开发;优化公园管理,提高管理者管理水平,成立专门管理部门,制定管理制度,控制游客规模。

Based on the concept of sustainable development of tourism, the tourism connotation of the concept of ecological civilization and the function of national marine park, in this paper, we analyzed the contemporary theoretical basis of the construction of ecological civilization. The construction of marine park under the background of ecological civilization is an important measure to implement the construction of marine ecological civilization, which is a driving force to promote the development of marine ecotourism, and a support to refine the joint effort of urban marine ecological construction sustainable development path. Taking the ecological construction of Qingdao national marine park as an example, we summarized the current situation of the construction of national marine park under the background of ecological civilization construction in this study. We found that there are problems of over development, insufficient funds and poor management level in the park. Therefore, it is suggested that we should take both natural protection and development into account, explore the balance between protection and development, divide the area according to the ecological environment, carry out protective development, optimize park management, improve the management level of managers, establish special management departments, partition management system, and control the scale of tourists.
